Environmental & Social Impact Assessment and Resettlement Action Plan – Kasiya Rutile

Project Overview:

C12 Consultants was engaged by Sovereign Metals to support the Environmental and Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP) for the proposed Kasiya Rutile Mine. The project involves large-scale mining infrastructure and requires alignment with IFC Performance Standards and national regulatory frameworks.

Objective:
To assess environmental and social impacts associated with the proposed mine and support the development of compliant mitigation and resettlement measures.


Methodologies:
Field-based environmental and social assessments, extensive stakeholder engagement, baseline modelling, technical report writing, peer review, and support to the design and implementation of the Relocation Action Plan.


Outcomes:
Improved management of environmental and social risks, supporting responsible mine planning and protection of affected communities’ rights and livelihoods.


Results:
Key ESIA components completed and integrated, with RAP inputs developed in line with IFC Performance Standards.

Stakeholder Engagement for Environmental Impact Assessment – Kasiya Graphite & Rutile Project

Project Overview:

C12 Consultants led comprehensive stakeholder engagement for the Environmental Impact Assessment of the proposed Kasiya Graphite and Rutile Project, one of Malawi’s largest planned mining developments. Working in partnership with Dhamana Consulting Australia, the engagement process ensured that communities, authorities, and other stakeholders were meaningfully informed and able to participate in the assessment process.

Objective:
To design and implement an inclusive, transparent stakeholder engagement process that meets international safeguards standards and supports informed decision-making for the proposed mining project.


Methodologies:
National-, district-, and community-level consultations conducted across 105 Group Village Head areas (GVHs) in three Traditional Authorities within Lilongwe District, using structured engagement tools aligned with international best practice.


Outcomes: 
Improved trust, transparency, and community participation, strengthening the project’s social licence to operate and reducing social risk during project planning.


Results:
Stakeholder engagement activities successfully completed and formally documented as part of the EIA process.
